In accordance with the provision of the Authority for the protection of personal data of the 8th of May 2014 concerning “Identification of the simplified procedures for the disclosure and acquisition of the consent to the use of cookies” users are hereby informed that the ways of using cookies have been published on the EIA-SEA website (www.va.minambiente.it).

1. What are cookies?
Cookies are small text files that the websites visited by the user send to its terminal (commonly to the browser), where they are stored in order to be retransmitted to the same websites during the user’s next visit.
During normal browsing, the user can also receive on his own terminal cookies send from different websites or web servers (called “third-party”) on which some elements (such as images, maps, sounds, links) available on the website that the user is visiting may reside. 
Cookies, usually largely available on the users browsers, also with high temporal persistence, are used for different purposes: informatics authentication, sessions monitoring, storage of information on specific configuration concerning users accessing the server, etc.

2. Which are the macro-categories of cookies and people installing cookies?
Cookies are divided into two macro-categories: technical cookies and cookie profiling.
For the exact definition of cookies it must be taken into account that cookies may be installed on the user’s terminal by two different types of administrators: the administrator of the website that the user is visiting (called “editor” or first-party) or by the administrator of a different website that installs cookies through the first one (called “third-party”).

2.a Technical cookies
Technical cookies are necessary for the website correct operation (see art. 122, par. 1, Italian Personal Data Protection Code). They are not used for other purposes and they are installed directly from the website administrator. The technical cookies are divided into:

  • session cookies: ensure the usual browsing and the website usage, allowing, for example, to login to access reserved areas. These cookies allow to recognize the known user and adapt accordingly;
  • analytics cookies: are similar to technical cookies used directly from the website administrator that the user is visiting to collect the information, in an aggregated form, on the number of users and how they visit the website;
  • functionality cookies: allow navigation to the user according to a set of selected criteria (e.g., the language) in order to enhance the performance provided by the website.

For the installation of these cookies users are not required for a prior consent.

2.b Cookie profiling
Cookie profiling, through the use of permanent cookies, allows the creation of users profiles for the identification, anonymously or not, of the user’s preferences for several purposes, such as, for example, the optimization of the experience of use or for business and marketing purposes, to assess the effectiveness of ad campaigns, etc.
Regarding the potential intrusiveness of the Cookie profiling (especially the “third-party”) on the privacy of the users, the European and Italian legislations require that the user must be informed on the use of cookies and that they must express their consent to insert cookies on their own devices.       
Art. 122 of the Italian Personal Data Protection Code provides for that “the storage of information in a device of a subscriber or user, or the access to the stored information are allowed only on condition that the subscriber or user has expressed the consent based on prior information as per Section 13, Italian Personal Data Protection Code, par. 3”.

2.c Third-party Cookies with no direct control
This type of cookies is usually used when the website includes functionalities supplied from external websites. In this case, the external websites may send to the user cookies which are not controlled by the administrator of the website that the user is visiting.
Here below is a non-exhaustive list of the most used services involving third-party cookies without direct control:

  • videos (YouTube, Vimeo or other providers of video services);
  • maps (Google Maps, Bing Maps, etc...);
  • sharing tools on social networks provided by Facebook, Twitter or others.

3. Which cookies can the present website send to the user?

  • Technical cookies for the performance of activities strictly necessary for the operation of the website.
  • “Third-party” cookies:
    • Google Analytics (Google Inc.): is a web analysis service provided by Google Inc. (“Google”) using the Personal Data collected to track and examine the use of this application, compile reports and share them with the other services developed by Google. Google may use personal data to contextualize and customize the ads of its own advertising network. Personal Data collected: Cookies and usage data. Processing location: USA – Privacy Policy – Opt Out. The cookies of Google Analytics may be deactivated by installing a web browser add-on. Web browser add-on for the deactivation of Google Analytics.
    • Google Maps (Google Inc.): provides interactive customizable maps allowing this website to make available tools for Programmes/Plans/Project spatial search. USA processing location - Privacy Policy. You can disable cookies by Google Maps directly from your browser, but this might make navigation on this and other websites more difficult.

4. Use of the cookies consent
To accept the use of cookies click on “Close” or on any other element of the website.
Google Analytics cookies are the only requiring user’s consent on this website, they can be deactivated installing a web browser add-on (see point 4). As an alternative, follow the disabling procedure provided by the browser in use.
