The Law 9 July 2015 no. 114 "Delegation to the Government for the transposition of the European directived and implementation of other acts of the European Union - European Delegation Law 2014" has been published on the Official Journal of the Italian Republic no. 176 of 31 July 2015.

Article 14 of the Law provides the following specific principles and guiding criteria for the Government in exercising the delegate powers for the transposition of the 2014/52/EU directive amending the 2011/92/EU directive on the assessment of the effects of certain public and private projects on the environment:

a) simplification, harmonization and rationalization of EIA procedures also considering the coordination and integration of environmental procedures;

b) strengthening of the quality of EIA procedures, in line with the smart regulation and in coherence and synergy with other European and national legislations and policies;

c) review and streamlining of the sanctionative system;

d) destination of the income from administrative sanctions for purposes related to the strengthening of supervisory activities, environmental prevention and monitoring, to verify the compliance with the conditions set up within the environmental assessment procedure, as well as to health protection of the population.
